Environmental Management Plans (EMPs) can be done at
various stages of a project, from design, to
construction and operation. An EMP is usually
compiled during the final stages of an Environmental
Impact Assessment, Basic Assessment and sometimes a
Strategic Environmental Assessment. It provides
practical information for the developer, planners,
engineers, contractors and project managers on how
and when to manage environmental impacts that arise
from the development process.
A Design EMP provides the design team with
environmental specifications that must be considered
during the design phase of the project, so they are
incorporated in the design of the project to avoid
or minimise impacts.
A Construction EMP (CEMP) provides environmental
specifications that are relevant to the construction
phase of the project, and are presented in a format
that is understood by the contractor. It also
provides specifications on the institutional and
reporting structures to ensure the CEMP is adhered
to.
The Operation EMP provides specifications relevant
to the operational phase of the project. This may
take the form of an Environmental Management System
if the company is to obtain ISO14001 certification,
but many companies manage their operations according
to an EMS, without obtaining ISO 14001
certification.
