The Environmental Management Programme Report (EMPR)
has a number of objectives:
1. It must meet the environmental requirements and
directives of the Mineral Resources and Petroleum
Development Act, 2002 and its regulations.
2. It must provide a description of the overall
character of the mining area and its surroundings
(i.e. baseline environmental conditions) so that an
assessment can be made of the significant impacts
that the mine is likely to have on the environment
during and after mining.
3. It must describe briefly the prospecting or
mining method and associated activities, and how the
negative environmental impacts will be managed and
how the positive impacts will be maximised.
4. It must set out the environmental management
criteria, and resources required, that will be used
during the life of the project so that the stated
and agreed land capability and closure objectives
can be achieved and a closure certificate issued by
the Department of Minerals and Energy.
We can provide most of the key services required to
undertake an EMPR, including overall project
management, Government/authority liaison and
permitting, specialist studies management and report
compilation and engineering – environmental
interface management. We are also able to undertake
the required site assessments to provide a
description of the overall baseline characters of
the mining area and its surroundings, including the
required risk assessment and rehabilitation plan.
CES has the capacity to manage the public and
authority involvement process for the EMPR..
We have undertaken a number of EMPRs in the past for
various mining and quarrying operations, and have
also provided specialist input on vegetation and
rehabilitation aspects of numerous EMPRs.
EXPERTISE
CES has
undertaken a number of EMPRs as well as provided
specialist input into other EMPRs:

for the proposed extension to sand mining
operations on a portion of a farm 803,
Gonubie (1996). CES prepared an application
for the extension of a sand mining operation
at the existing quarry for the Public
Servants’ Association of South Africa.

Environmental Management Programme Report
regarding mining activities at a small mine
with a low environmental impact and for bulk
sampling during prospecting (1996). An EMPR
was prepared for the exploration of an ore
deposit providing zircon, rutile, anatase
and monazite for the Southern Mining
Corporation.

Coega Kop Environmental Management Programme
Report (1999). CES prepared an EMPR for
Portnet and the Coega Development
Corporation for the mining of Coega Kop for
material needed for the construction of the
Coega Harbour breakwater. A very thorough
EMPR was required due to the presence of a
number of rare and endangered plant species,
one of which was endemic to the Kop. CES
undertook detailed ecological investigations
and developed a strategy for meeting the
conservation requirements in the area as
well as making it feasible for the Kop to be
quarried.

Grahamstown Brick, Environmental Management
Programme Report (2001). An EMPR was
undertaken for Grahamstown Brick (now Makana
Brick), an existing kaolin mining
operation.

Specialist input in EMPRs. CES has
provided specialist input on vegetation and
rehabilitation aspects for various EMPRs.
These EMPRs have focused mainly on coal
mining in the Witbank and Middleburg areas.
