The last decade has seen significant advances in terms of the
management of waste in South Africa. The White Paper on
Integrated Pollution & Waste Management and the National Waste
Management Strategy laid the foundation, which resulted in the
Waste Management Bill that is currently being promulgated. The
proposed Bill places significant responsibility on those
involved in the generation, transport and disposal of waste and
this is likely to have important implications for both industry
and municipalities. Important developments proposed by the
impending legislation include the requirement for Industrial
Waste Management Plans and a strong focus on the identification
and assessment of contaminated land.
CES has staff registered as members of the Institute of Waste
Management of Southern Africa (IWMSA) who have experience in a
variety of waste management projects. Our staff can assist in
the development of Integrated Waste Management Policies and
Plans for Municipalities.
We can also develop integrated waste beneficiation strategies
(e.g. recycle, re-use) for industrial facilities and
municipalities. We are also able to manage permit application
procedures for solid waste disposal facilities. We also have
experience in the preparation and management of permits
applications for hazardous waste disposal facilities, and can
assist in specialist waste management studies for a variety of
local and international industrial developments.. We also
undertake Phase 1 contaminated land assessments and waste
management and contamination assessments within ports and
harbours.
CES waste management experience includes:

Conducted an
Environmental Impact Assessment for a hazardous waste site
in the Eastern Cape.

Developed
Integrated Waste Management Plans for local and district
municipalities.

For three
consecutive years, Alan Carter managed elements of the
evaluation of the environmental reserves of the three
largest solid waste companies (Waste Management, Inc.,
Republic Services, Inc., Allied Waste, Inc.) and number of
smaller waste companies in the USA as part of the annual
financial audit process for US Securities and Exchange
Commission (SEC) reporting purposes. Waste Management, Inc.
is a US$30 billion a year company.

Alan Carter also
managed elements of the evaluation of the environmental
reserves of the largest hazardous waste company in the USA
(Safety-Kleen, Inc.), as part of the financial audit process
for SEC reporting purposes.
