Quniera Estuary Management Plan

CES has been appointed as the environmental and estuarine specialists tasked with assisting in the development of the Qinira Estuarine Management Plan.   The Qinira Estuary, located within Ward 28 of Buffalo City Metro, is also known as the Bonza Bay Estuary.

Chapter 4 of the National Environmental Management: Integrated Coastal Management Act (NEM:ICMA) (Act No. 24 of 2008) (ICM Act) deals specifically with estuaries and aims to facilitate the efficient and coordinated management of all South African estuaries by providing that they must be managed in accordance with:

  • A National Estuarine Management Protocol (section 33) approved by the Minister responsible for the environment with concurrence of minister responsible for water affairs; and
  • EMPs for individual estuaries (section 34).

The current process has followed the requirements of the ICM Act and the National Estuarine Management Protocol (2021) which provides guidelines for the development and implementation of EMPs.  This includes engaging in a public participation process where:

  • The responsible management authority developing the EMP must actively engage all relevant stakeholders including government departments, non-government organizations and civil society in the development and implementation of the EMP; and

An EMP must be subjected to a public participation process as required by Section 53 of the ICM Act.
