Amendment of Environmental Authorisation and Environmental Management Programme for the Development and Installation of Additional Satellite Antennae at SANSA Space Operations on Farm Hartebeesthoek 502 JQ, Gauteng

NOTICE: RESUBMISSION OF APPLICATION AND PUBLIC REVIEW OF THE AMENDMENT OF THE ENVIRONMENTAL MANAGEMENT PLAN (EMP) FOR THE DEVELOPMENT AND INSTALLATION OF ADDITIONAL SATELLITE ANTENNAE AT SANSA SPACE OPERATIONS ON FARM HARTEBEESTHOEK 502 JQ, GAUTENG

Notice is hereby given in terms of Regulation 41 of the Environmental Impact Assessment (EIA) Regulations 2014 (as amended), published under Section 24 of the National Environmental Management Act, 1998 (Act No. 107 of 1998) for the submission of an application for the Amendment of the Environmental Management Programme (EMPr) for Farm Hartebeesthoek 502 JQ (Gauteng) and the release of the Draft Amendment Report and amended EMPr for public review.

The South African National Space Agency (SANSA) have received Environmental Authorisation for a Part 1 amendment to change the name of the holding entity from CSIR Satellite Applications Centre to SANSA Space Operations and an amendment in terms of Section 47A of NEMA, to clarify the scope of the proposed activities (DFFE Reference: 14/12/16/3/1/4/152/AM1). SANSA propose to construct an additional 89 satellite antennae and an internal access road at the Space Operations facility on Farm Hartebeesthoek 502JQ. The project is located around: 25°53'08.07"S latitude and 27°42'27.77"E longitude.

CES have been appointed to undertake an application for amending the EMPr for the proposed additional satellite antennae and associated infrastructure to be submitted to the National Department of Forestry, Fisheries and the Environment (DFFE).

Please note: An initial application to amend the Environmental Management Programme (EMP) of the abovementioned project was submitted to the Department of Forestry, Fisheries and the Environment (DFFE) on 15 March 2021, along with an application to amend the existing Environmental Authorisation (EA). Comments from DFFE, dated 8 April 2021, requested that the EMP amendment application be resubmitted, once the EA amendment was granted. Unfortunately, the original application lapsed, thus necessitating a resubmission and an additional 30-day public review period.  

The 30 day review period will run from 6 August – 6 September 2021. Kindly submit any comments before 6 September 2021 via email, telephone or fax.
