Draft Basic Assessment Report for the Proposed Taaibos to Soutrivier 400kV Overhead Line - OHL

WKN-Windcurrent SA (Pty) Ltd. plans to develop, construct and operate two clusters of Wind Energy Facilities (WEFs) approximately 30km southwest of Victoria West and 20km southeast of Loxton in the Northern Cape Province. The project site is situated in the Ubuntu Local Municipality (LM) which forms part of the Pixley ka Seme District Municipality (DM). The two WEF clusters are make up of five (5) WEFs in total, two (2) to the west, namely Taaibos North and Taaibos South, and three (3) to
the east, namely Soutrivier North, Soutrivier Central and Soutrivier South. In association with these proposed WEFs an OHL of up to 400kV is being proposed to connect the western cluster to the eastern cluster via collector substations (Taaibos North to Soutrivier South). The proposed 400kV OHL is being undertaken separately from the proposed WEF as this piece of infrastructure will be owned and maintained by Eskom post-construction.
The proposed Taaibos to Soutrivier 400kV OHL will consist of monopole and/or lattice structures which will span a length of up to 24km from the northern region of the proposed Taaibos cluster east towards the southern section of the Soutrivier cluster. A jeep track will also be required to maintain the proposed OHL. The Basic Assessment process includes the assessment of a 300m wide proposed 400kV OHL corridor in which the 24km line is proposed.
CES has been appointed by Taaibos North Wind Energy Facility RF (Pty) Ltd as the Environmental Assessment Practitioner (EAP) to conduct the necessary BA Process for the project in terms of the National Environmental Management Act (NEMA, Act No. 107 of 1998 and subsequent amendments) EIA Regulations (2014 and subsequent 2017 amendments).
