NOTICE OF AVAILABILITY
Draft Kouga Local Municipality’s Coastal Management Programme
Kouga Local Municipality (KLM) has appointed Coastal and Environmental Services (Pty) Ltd (CES) to review and update the 2020 KLM Coastal Management Programme (CMP) as well as developing Coastal Management Lines (CML). The 5-yearly review of the municipal CMP and development of the CMLs is a requirement of the National Environmental Management: Integrated Coastal Management Act 24 of 2008 (ICMA), Section 46(1)(b) & Section 25 to assess the success of the CMP’s implementation, identify challenges, but also to adjust management objectives according to potentially changed priorities.
It is also imperative to develop a CMP that embraces recent developments such as Operation Phakisa (Oceans Economy), District Development Programmes, which will have direct implications to the coastal environment and socioeconomic priorities, and also encompass the new National Climate Change Act 22 of 2024, which requires climate change adaptation to be incorporated by all sectors and into all related policies, of which the municipal CMP will be one.

Public Participation Information:
Interested and affected parties and stakeholders are invited to participate in the following public meetings where key issues and priorities for coastal management will be identified through stakeholder input. The public workshops will be hosted as follows:

Members of the public or interested parties are hereby invited to submit comments or make representations within a period of 30 days from date of publication of this notice. The period of 11 August 2026 until 9th September 2026.
