Proposed Construction of the Nelson Mandela Bay Metropolitan Municipality (NMBM) Motherwell-Bethelsdorp East-West Bulk Water Transfer Pipeline

The proposed Motherwell-Bethalsdorp East-West Bulk Water Transfer Pipeline will be constructed between the abandoned Azalea Reservoir in Motherwell in the northeast to a connection point opposite the Jose Pearson TB Hospital in the southwest of the Gqeberha area. The pipeline falls within a much larger water transfer scheme originating at Nooithgedacht Dam and extending to the Chelsea area. The 9.7 km pipeline stretch that will be constructed would replace the transfer of water through an existing pipeline. The old pipeline is prone to leaks and costly maintenance and doesn’t maximise water transfer capacity due to diameter limitations.

The proposed Motherwell-Bethalsdorp East-West Bulk Water Transfer Pipeline triggers various listed activities in terms of the NEMA EIA Regulations (2014, as amended) in Listing Notices 1 and 3, and consequently requires a Basic Assessment (BA).

CES Environmental and Social Advisory Services has been appointed to undertake the required BA Process in order to determine and mitigate the biophysical, social and economic impacts associated with the proposed development.

The Final Basic Assessment Report was submitted to the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT) for a decision
on the 23rd of July 2025.
